The Trade, Oceans and Natural Resources Division is one of the major policy advisory divisions of the Commonwealth Secretariat. It brings together two key streams of work covering the research and advocacy, technical support and joint programming elements of trade, oceans and natural resources in the Commonwealth. The Oceans & Natural Resources (ONR) Team, as part of the Trade, Oceans and Natural Resources Division, supports the development efforts of Member countries through the provision of legal and economic advice, technical assistance and capacity building. A significant part of the Team’s work is of an advisory nature, delivered through a combination of in-house and external legal, policy and economic expertise.
The successful candidate will be responsible for the delivery of specialized strategic, policy, technical and/or economic advice to Commonwealth Member countries and regional organizations concerning critical elements of ocean’s governance and the development of ocean-based economies. In particular, the successful candidate will be responsible for managing projects under the ocean governance program of ONR and delivering strategic, policy and technical and/or economic advice, either alone or as part of a multi-disciplinary team, within their area of expertise.
To be considered, candidates need a post-graduate degree in a relevant area of specialization, with an emphasis on environmental economics, renewable energy technologies, ocean-based industries and/or the management of living and non-living marine resources including international fisheries. Candidates also need to have a minimum of ten years’ experience at a senior level relating to maritime boundaries and ocean governance gained in government ministry, as a consultant or in the private industry, in an international context. This experience should be in areas related to trends in international ocean governance, sustainable ocean-based economies and law of the sea issues.
