This position is the lead scientist for the Ecology and Environment Division. The Division is made up of fulltime and seasonal employees, and encompasses species specific monitoring programs, a number of independent research and technology initiatives, and the environmental monitoring program located at the West Boothbay Harbor Laboratory.
This position supervises all program leads and provides leadership for program direction and funding within the Division, encompassing priorities for the agency and support for policy and management decisions. Programs under the supervision of this position include the Maine/New Hampshire inshore trawl survey, Maine Coastal Mapping Initiative, GIS, and specific research on halibut and sharks.
This position will lead and direct the Department’s scientific studies and technical engagement around Offshore Wind Development. This position directs related science work and may represent the State in interstate, national and international forums.
Knowledge/Skills/Abilities Preferred
- Knowledge of applicable state and federal laws, rules, regulations, policies, and procedures relating to marine resource conservation.
- Knowledge of marine resource management techniques. Knowledge of diseases of marine fish and shellfish.
- Knowledge of supervisory techniques and personnel management.
- Knowledge of state purchasing, budget preparation, personnel administration, supervision, and grant management.
- Ability to use marine resource research, field, and laboratory equipment.
- Ability to write clearly and effectively and to draft legislation, present testimony, and prepare policy.
- Ability to conduct public hearings.
- Ability to design and modify programs and evaluate program effectiveness.
- Ability to use applicable computer programs.
MINIMUM QUALIFICATIONS: A Bachelor's Degree in a scientific, technical, or engineering discipline, or equivalent in directly related work experience and eight years of progressively responsible experience in the field of marine resource and management or related field which includes supervision and coordination of research and support functions.
Salary: $69,430.40–$94,536.00/Annually
