Ocean Career: Tetra Tech Coastal Resources Program/Project Manager

We are looking for an enthusiastic, senior level, client facing, experienced Program/Project Manager to expand our federal and municipal services within the Gulf Coast and South Atlantic coast water market.

Tetra Tech is currently engaged in several high-profile programs and projects related to complex USACE flood risk reduction and ecosystem restoration projects where we are currently working closely with local sponsors such as the Government Land Office (GLO), Texas Department of Transportation, and other local government agencies. We are also working on FEMA-funded Hurricane Recovery efforts across this region.

Responsibilities

    • Help lead the delivery of our current federal water resource program, leverage our national reputation and expertise, and further grow our Texas federal and municipal water market share.
    • As our Texas-based coastal resources program/project manager, provide technical expertise and program/project management for federal, state, and local government funded projects tied to agency programs that include coastal protection and environmental/ecosystem restoration.
    • Manage coastal and nearshore marine water resource projects which includes oversight of the project execution as well as day-to-day project management for key, strategic projects. Financial management of the program is critical, ensuring key deadlines are met and top-quality products are delivered to our clients.
    • Provide client-facing communication and relationships to convey and match our expertise with their agency needs, thereby further expanding our coastal and nearshore marine resources market.
    • Provide technical leadership in strategic planning of complex and resilient flood risk management projects, flood mitigation projects following disasters, ecosystem restoration, and sustainable and resilient infrastructure design.
    • Conceptualize and develop innovative solutions to complex problems that might include storm surge protection, both structural and nature-based solutions, beneficial use of sediment and dredged-material, dune, and shoreline protection, and/or protection of bird nesting, turtle, eel grass, and oyster bed environments.
    • Work in partnership with the corporate and business unit marketing and business development departments to develop strategic market growth plans to increase revenue in our water resources market.
    • Responsible for ultimate client satisfaction and repeat business opportunities and will work with other managers and experts to market current clients and develop, identify, and attract new clients and recruit high-quality staff.

Requirements & Qualifications

      • Bachelor's degree in coastal engineering, coastal geotechnical engineering, or marine biology
      • Professional Registration if exists in your field of expertise; Texas registration preferred
      • 15+ years of experience related to coastal/marine engineering or biology
      • Experience managing project teams
      • Client-facing experience with a range of federal (USACE, FEMA), state, and/or local agencies, and a working knowledge of their leadership, staffing, mission, and policies.
      • Experience and knowledge of TX GLO, TXDOT, and local municipalities (e.g., City of Houston, HCFCD) in the Houston Galveston area preferred.
      • Experience and knowledge of developing innovative solutions to complex problems that include some or all of the following: storm surge protection, both structural and nature-based solutions, beneficial use of sediment and dredged-material, dune and shoreline protection, and protection of bird nesting, turtle, eel grass, and oyster bed environments.
      • Ability to thrive in a fast-paced, team environment.
      • Flexibility in supporting a variety of roles that range from Program Manager, Project Manager, Technical Expert, and Client Manager.
      • Able to effectively prioritize multiple tasks, and make independent decisions that promote/advance the company goals and objectives
      • Strong client communication skills (written and oral), and ability to inspire and motivate multi-disciplinary technical staff
