Opportunity: Deputy Program Manager, BOEM

This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM, Gulf of Mexico Region (GOMR), Office of Regional Director (ORD), Risk Management Operations Group (RMOG) in Jefferson, LA.

This is a permanent, full-time, career/career conditional appointment.

BOEM has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Information: First time hires to the Federal government normally start at the lower salary range of the grade level. GS-14: $99,785-$129,723

Duties

At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:

  • Incumbent assists the Program Manager in overseeing the development and implementation of BOEM’s national risk management, financial assurance and loss prevention program by supervising and coordinating the work of subordinates.
  • Coordinates with Regional, Headquarters, Department of Justice (DOJ) and the Department of Interior Solicitor’s Office (SOL) personnel on strategy and management of bankruptcy actions.
  • Represents the Office of Risk Management in leadership and risk review committee processes.
  • Develops and implements procedural changes necessary as a result of policy changes.
  • Prepares and oversees the preparation of testimony and briefing materials for the Director or other senior Department officials to assist them when they appear and speak before the Office of Management and Budget, Congressional committees and proceedings, business and professional organizations, and other interested groups.
  • Attends or participates in administrative or public hearings, conferences and other forums concerning procedures, practices, or appeals related to risk management, financial assurance and loss prevention.
  • Represents the Program Manager in meetings and conferences within BOEM, with other bureaus, Government agencies, and private business entities, groups, or individuals concerning issues related to the Risk Management Operations.

Qualifications

To qualify for this position you must meet the Specialized Experience for the series to which you are applying.

Specialized Experience:

To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is defined as demonstrated experience: conducting multivariate analyses to identify operational or financial risk related to the offshore oil and gas industry or to large industrial projects (>$1 million); conducting analysis of the effectiveness and efficiency of financial risk mitigation measures; experience significantly contributing to the development of financial risk governance structures for an organization.

How You Will Be Evaluated
