Job Opportunity: Marine Project Manager with UNESCO-IOC/IODE

The IOC/IODE Programme is recruiting a Project Manager for its new IOC Ocean InfoHub Project. This concerns a Consultancy position. Full information on the application procedure can be found here.

Note that the consultant is not required to live in Oostende, Belgium but can work from home with regular visits to the IOC Project Office for IODE in Oostende, Belgium.

The position is for an initial period of 11 months which will be renewable (with a 1 month interruption) for another 11 months (maximum total duration 3 years).

Overview of the functions of the post

Under the supervision of Pissierssens, Peter (IODE Programme Manager) the Individual Specialist shall:

Within the context of the extra-budgetary project “IOC Ocean InfoHub” funded by the Government of Flanders (Kingdom of Belgium), with payments foreseen on a monthly basis and deliverables detailed below (see ToRs) the contractor shall:

  • Coordinate the implementation (first year) of the project by all partners (all work packages), in close consultation with the members of the Project Steering Group, work package leads and IODE Secretariat;
  • Ensure effective communication and exchange of information between all project partners with special attention to the regional nodes and global hub;
  • Report on the results of the project (first year) to the IOC Group of Experts on Capacity Development as well as to the IODE Committee;
  • Coordinate communication and cooperation between the project partners and other organizations, programmes and projects;
  • Prepare annual and other reports (as requested) on the project;
  • Implement the project communication plan (first year);
  • Assist with the organization of regional workshops in close consultation with IOC regional offices and regional partners;
  • Organize 2021 session of the project Steering Group, including preparation of the agenda, timetable and working documents, and prepare meeting reports;
  • Identify additional project partners based on project requirements

Timetable and deliverables

Deadline 1 – March 2020 – Signature of the contract

Deadline 2 – September 2020 – Regional workshop reports

Deadline 3 – December 2020 – Report on the work carried out in 2020 for submission to IODE-XXVI and IOC GE-CD

Deadline 4 – February 2021 – Summary report of the 2021 Group meeting

    REQUIRED QUALIFICATIONS

    • Understanding of data/information product and service delivery to non-technical end-users in a mostly developing country context
    • Experience with coastal and ocean data management and related product/service needs
    • Knowledge of IT concepts related to domains such as databases, networking, semantic web, linked data, existing data networks, etc.
    • Project management experience
    • Experience in requirements development and management
    • Experience in organization of meetings
    • Excellent social and organizational skills
    • Fluent in spoken and written English and some knowledge of French desirable
    • Self-motivated and resourceful, with the proven ability to multi-task and prioritize multiple assignments
    • A strong sense of cultural awareness and the ability to work with people from different nationalities
    • Ability to work individually and as part of a team
    • Willingness to travel as needed
