Responsibilities:
- Manages the Master Plan Development Section of the Planning and Research Division
- Supervises and manages Coastal Resources Scientists within the Plan Development Section
- Manages Environmental Services Contracts
- Assists the Planning and Research Division Assistant Administrator in the development of the long-range and short-range goals and objectives for the Plan Development Section
- Supports the Planning and Research Division Assistant Administrator in the strategy and development of the Louisiana Coastal Master Plan
- Prepares or supervises the preparation of technical scientific/environmental reports, Coastal Master Plan documents, briefing packages, speeches or other presentations on matters related to assigned areas for use by higher level staff in the Planning and Research Division
- Facilitates public meetings and hearings relative to the Master Plan process to receive public input
- Coordinates with other sections within the CPRA as well as with federal, state, and local agencies, and members of the public to gather project data, schedules, and financial information
- Assists in the development and implementation of non-structural, applied research, adaptive management, and other related programs
- Responds to public requests for information
MINIMUM QUALIFICATIONS:
A baccalaureate degree in one of the following fields: agronomy; atmospheric sciences; biological sciences; chemistry; coastal resource management; ecology; engineering; environmental sciences; forestry; geosciences; landscape architecture; marine science; natural resource management or studies; oceanography; physical geography; planning; statistics; wetland management; or wildlife and/or fisheries science, plus four years of professional level experience in coastal resource management, wetland resource management, environmental science, natural resource management, or biology.
Examples of Work
- Prepares section budget requests, fiscal impact statements, etc. and defends before the State Budget Office and the Legislative Fiscal Office.
- Assists in the development and implementation of administrative and regulatory policy decisions; recommends policy and criteria for determining compliance with state and federal laws and regulations.
- Initiates, negotiates, and manages contractual agreements with other local, state, and federal agencies, consulting firms, and educational institutions.
- Maintains a high level of expertise and familiarity with existing and politically sensitive state and federal regulations or politically sensitive projects, and apprizes higher level personnel of potential problems.
- Maintains continuous liaison and coordinates activities with other local, state, and federal agencies.
- Assists in the development of Division comprehensive management plans, strategic plans, etc.
- Supervises and directs the implementation of quality control and quality assurance procedures necessary to ensure that scientifically sound and reproducible data are provided.
- Participates in the development of outreach efforts and provides technical guidance and support for these programs.
- Reviews conflicts between proposed activities and existing laws, policies, and Memoranda of Understanding with other agencies and advises the Administrator of situations and possible solutions; may serve as mediator in negotiations.
- Manages and directs a highly specialized environmental monitoring project or program involving strategic, comprehensive, and long-term environmental and/or ecosystem planning efforts.
Compensation: $6,666.40–$10,521.00 monthly
