POSITION SUMMARY
The IRL Council seeks a highly experienced and motivated project manager to oversee 10 subaward contracts and 3 subcontractor agreements as part of a Federal award agreement from the Department of Commerce under the National Oceanographic and Atmospheric Administration’s (NOAA) Transformational Habitat Restoration Grant Opportunity. The overall project will occur throughout the Indian River Lagoon region of Florida. The Project Manager will coordinate project timelines, and ensure all federal rules, regulations, and award terms and conditions are met.
PRIMARY RESPONSIBILITIES
Responsibilities will include managing grant award agreements by working with project partners to identify deliverables, coordinate project scopes of work and timelines, ensure all federal regulations, and award terms and conditions are agreed upon and met. The ideal candidate will demonstrate proficiency in project management, organization, attention to detail, knowledge of federal regulations, and exhibit a thorough understanding of the NOAA project objectives. Additionally, the Project Manager will be adept at problem-solving and capable of navigating complex interagency relationships to drive successful project outcomes and deliverables. This position will report directly to the IRL Council Chief Operating Officer.
QUALIFICATIONS:
- A Bachelor’s degree from an accredited college or university in a relevant field, plus 5-6 years of project manager experience; or a Master’s/MBA degree and 3-5 years of project manager work related experience. Preference will be given to candidates that have experience with NOAA or other federal grant awards.
- Demonstrated proficiency in project management from contracting through implementation with strong financial management skills, including processing invoices, and tracking contract and grant expenditures. Must have a demonstrated commitment to fiscal responsibility, transparency and efficiency.
- Expertise in applying federal regulations, grant and contract specific terms and conditions, or other policies and relating them to subawards, sponsored projects or other programs.
- Ability to negotiate terms, resolve conflicts, meet specified deadlines and milestones, and cultivate positive relationships with funding agencies, project collaborators, subcontractors sub awardees and program staff.
- Grant management expertise with firm understanding of federal awards and reporting requirements and compliance requirements as part of 2 CFR. 200.
- Meticulous attention to detail in documentation, record keeping and compliance documentation to minimize errors, mitigate risks, and facilitate audit readiness.
- High proficiency in Microsoft Word, Excel, PowerPoint, Adobe, and other relevant software programs.
- Excellent verbal and written communication skills; time management and organizational skills.
- Ability to work independently and oversee multiple projects simultaneously.
- Capacity to work effectively with external partners, faculty, staff and students from diverse backgrounds while maintaining the highest ethical and professional standards.
