Duties
As a Supervisory Cartographer, you will perform the following duties:
- Serve as a Division Chief responsible for strategic planning and coordination of photogrammetric and remote-sensing mapping operations for the National Geodetic Survey (NGS). Develop programs and operations overseeing the surveying and mapping nautical charts for all shorelines of the continental United States, Hawaii and the U.S. Great Lakes. Manage policy changes in response to legislated changes.
- Provide technical oversight analyzing unexplored cartographic technologies. Utilize Global Positioning System (GPS) and Inertial Measurement Unit (IMU) data processing for photo-geodetic surveying and topographic mapping.
- Guide internal and external stakeholders on the National Ocean Service (NOS) effectiveness on U.S. marine mapping policy and charting programs on remote sensing data using automated cartographic data processing systems. Negotiate contractual agreements with mapping agencies and recommend alternative approaches to resolve issues.
- Perform a full range of supervisory functions, including developing and evaluating performance standards, giving advice, counsel, or instruction to employees. Make or approve selections for subordinate positions.
Qualifications
BASIC REQUIREMENTS: This position requires applicants to meet a Basic Education Requirement in addition to at least one full year (52 weeks) of specialized experience in order to be found minimally qualified. To qualify for the 1370 series:
EDUCATION:
- Degree: Cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites).
OR
- Combination of education and experience: Courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education.
-AND-
SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
To qualify at the ZP-5 or GS-15 level:
SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following:
- Conducting strategic planning of operational functions for a program providing marine surveying or mapping products and services;
- Developing and implementing program policies or procedures to provide marine navigational surveys; and
- Leading or managing a team or subordinate personnel, such as overseeing personnel actions, assigning work, setting priorities, and providing feedback or technical expertise for assignments.
