Job Description
This position has overall responsibility and accountability for all aspects of MSD’s business, including P&L, business development, personnel, contracts, and safety. It requires the ability to lead a high-performance technical service organization with the specific ability to organize for effective and efficient execution as well as demonstrated marketing, sales, and negotiation ability. Regular engagements with customer leadership regarding program status, feedback, and future requirements.
The Marine Services Division (MSD), with 500 employees, provides a wide range of services for repair and alteration of U. S. military vessels. MSD focuses on quality, safety, and responsiveness to meet Customer expectations and to provide a rewarding work environment for its employees. MSD offers complete services in the areas of submarine and ship repair, Dry-Deck Shelter (DDS) Planning Yard and on-site overhauls, Non-Destructive Testing (NDT) services, new construction fabrication and engineering services. Oceaneering MSD is one of only five non-government activities certified to perform SUBSAFE work on U.S. Navy nuclear submarines. Typical work includes tiger teams working simultaneously at multiple locations. U.S. Navy Customers include a wide range of activities, including Naval Shipyards, Naval Warfare Centers, Naval Sea Systems Command, Private Shipyards and operational Fleet Type Commanders.
Responsibilities
Business Leadership
- Set the strategic and performance agenda for MSD to drive sustained growth, profitability, and operational success.
- Own MSD’s financial performance by setting and delivering the operating plan, profit, revenue, and cost objectives required to achieve business commitments.
- Lead MSD’s strategic growth strategy by shaping market opportunities, strengthening customer positioning, and building a sustainable business development pipeline.
Operational Excellence
- Establish and uphold the operating standards, values, and discipline required to deliver safe, high-quality, and reliable execution across MSD.
- Provide disciplined risk leadership by anticipating business and operational risks, strengthening mitigation strategies, and protecting MSD’s performance, compliance, and reputation.
- Lead continuous improvement efforts to keep business practices and organizational effectiveness competitive and aligned with strategic priorities.
People & Culture
- Build and lead a high performing organization by setting clear expectations, strengthening leadership accountability, and aligning culture with MSD’s business objectives.
- Drive talent and organizational performance through clear leadership communication, disciplined performance management, and thoughtful advancement decisions.
- Partner with MSD management team to ensure appropriate resource allocation across multiple networks.
- Build organizational capability and leadership bench strength through intentional talent development, coaching, and succession-focused leadership.
- Ensure the organization has the leadership capability, technical depth, and operational readiness needed to execute MSD’s priorities.
- Shape a culture of accountability, ownership, and broad engagement that supports high performance and disciplined execution.

Enterprise Leadership
- Represent MSD as a strategic enterprise leader within Oceaneering and ADTECH, shaping decisions and advancing business priorities across the broader organization.
- Partner with OII corporate management as a strategic advisor to drive alignment, inform decisions, and support execution of business objectives.
- Strengthen the leadership team, organizational design, and succession pipeline to support MSD’s strategy, operating discipline, and long-term performance.
Qualifications
Professional Experience and Qualifications
- 20 years engineering, operations or management experience is required, including at least 10 years in a DoD Program, Executive, or General management role.
- Experience working with the US Navy submarine force and managing submarine maintenance is essential, including experience leading a large employee base of trades people.
- Proven business acumen and aptitude/desire for P&L responsibility are required.
- Must demonstrate a proven ability to work effectively with customers, executive management, and employees to achieve excellent results.
- Strong leadership and personnel management skills, with a proven ability to elevate team performance and strengthen leadership effectiveness, are essential.
- Excellent written and verbal communication skills, with the ability to engage customers, employees, and senior leaders effectively.
- Demonstrated strategic leadership, including the ability to align people, priorities, and execution to achieve MSD’s vision.
- Knowledge and understanding of government contracting and contracts is a must.
- Ability to build effective external partnerships across the marine services industry, including both prime and subcontractor relationships.
- Sound judgement, personal integrity, and the ability to make principled decisions in complex business environments are required.
- Demonstrated ability to lead change, make difficult decisions in complex environments, and drive organizational alignment to achieve strategic objectives.
- Established relationships with senior NAVSEA and Fleet personnel are a plus.
- S. Citizenship and the ability to obtain a DOD clearance are required.
Education
- Bachelor of Science in Engineering, Math, Physics, or other hard science (minimum). MBA or advanced technical degree a plus.
