Ocean Career: Supervisory Fish and Wildlife Administrator at NOAA

This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Marines Fisheries Service (NMFS), Office of Protected Resources (OPR) with one vacancy in Silver Spring, MD.

Duties

As a Supervisory Fish and Wildlife Administrator, you will perform the following duties:

  • Lead OPR staff to implement the Endangered Species Act (ESA) section 7, ensuring work products are biologically sound and legally defensible and adhere to statute, regulatory policy and procedural guidance. In coordination with Office Leadership, takes action and/or makes final decisions which will have a direct and substantial economic effect on the interests of non-federal entities.
  • Oversee and support Division budget development and tracking; support organizational and strategic planning allocating available resources to accomplish assigned tasks; and continuously evaluate workflow and policy execution processes to better achieve measurable results.
  • Serve as the technical lead and subject matter expert for: development and implementation of consultation documents under section 7(a) (2) of the ESA and/or the development and implementation of conservation planning documents under section 7(a)(1) of the ESA; develop and implement regulations and policies to implement ESA section 7; and coordinate/collaborate inside and outside of NOAA Fisheries to advance the ESA section 7 program.
  • Serve as supervisor, planning and distributing work to be accomplished by subordinates. Working with Office Leadership, set and adjust short and long term priorities and prepare schedules for the completion of work. Establish performance metrics for and evaluate the work performance of subordinates, providing technical oversight and instruction and addressing poor performance as part of the performance process.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZA-5 is equivalent to the GS-15.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards.

BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. EDUCATION:

To qualify for the 480 series:

Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. or

Combination of education and experience: Courses equivalent to a major, or at least 30 semester hours in courses, as shown in A above, plus appropriate experience or additional education.

or

Experience: Four years of experience that demonstrated that the applicant acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described in A above.

To qualify at the ZP-5 or GS-15:

SPECIALIZED EXPERIENCE: In addition to meeting the basic education above you must have one full year (52 weeks) of specialized experience equivalent to the ZP-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following:

  • Developing and implementing conservation planning in compliance with environmental statutes, regulations, or policies (including Endangered Species Act (ESA), National Environmental Policy Act (NEPA) or Marine Mammal Protection Act (MMA); and
  • Overseeing and supporting Division budget development and tracking.
  • Performing supervisory and/or administrative duties for a conservation management.

This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Salary: $148,484 – $176,300 per year
