Ocean Career: Oceaneering Assistant Marine Manager

Duties & Responsibilities

Purpose

Based in Oceaneering’s Aberdeen office and working under the supervision of, and reporting to, the Marine Manager (Eastern Region), the Assistant Marine Manager is responsible for ensuring vessels operating on Oceaneering projects in the Europe and Middle East (EME) regions comply with all relevant international, local and client marine standards regarding certification, vessel structure, condition, equipment, machinery, and crewing. The Assistant Marine Manager shall work closely with Project Managers, HSE Managers, QA/QC and Vessel master’s to ensure the safe, compliant, and efficient delivery of marine services to the Client.

Assistant Marine Manager will work with Oceaneering’s Tendering Teams and assist in compiling technical bid packages, offer advice on vessel capabilities and suitability for individual bids and answer vessel technical clarifications.

The Assistant Marine Manager will also look to develop their talents and skills, as well as gaining relevant experience, in order to grow their career.

Functions

ESSENTIAL

  • Maintain channels of effective communication with customers Marine Assurance organizations, operations teams, sub-contractors, and other departments.
  • Work with Oceaneering HSE department to develop HSE bridging documents between vessel owners and OPG Operations.
  • Track regulatory requirements with respective agencies such as DNV, ABS, and USCG to ensure vessel compliance and coordinate time needed with OPG Operations and Vessel Owners/Operators to ensure vessel compliance.
  • Track industry requirements and coordinate trials and inspections with OPG Operations and Vessel Owners/Operators to ensure vessel compliance.
  • Prepare and carry out audits of chartered vessels against their respective Safety Management Systems and Oceaneering’s Marine Assurance program.
  • Accompany Client’s Marine Inspectors during vessel inspection and audits. Hold close out meeting with Master and Client Marine Inspector. Agree action plan with Master.
  • Prepare reports after each visit for purpose of continuous improvements on ships’ management.
  • Work with Quality Assurance and Oceaneering Marine group to ensure close out of down time or equipment failure issues with charter vessel operators.
  • Complete Monthly and Quarterly Marine reports for vessels operating in their region.
  • Participate Marine incident investigations as needed. Work with HSE and Oceaneering Marine group to ensure close out of incidents with charter vessel operators.
  • Track accrued maintenance days and off charter instances, verify invoices from vessel Owner’s.
  • Assist Marine group with Oceaneering owned vessels as needed.
  • Assist Tendering Team with compiling technical bid packages.
  • Wiling to travel for vessel and site visits including weekend working as required.

Qualifications

REQUIRED

  • STCW certified Deck or Engineering officer (Min OOW) with at least 10 years’ service at sea, or a combination of Sea and in a shore managerial position
  • Valid offshore BOSIET and O&G Medical certificates
  • Prior experience in specification development, selecting, troubleshooting, operating and maintaining marine equipment on offshore vessels.
  • Experience of Marine Assurance process, inspection and reporting is essential.
  • Familiarity with ship operations and client’s marine guidelines.
  • Experience in the design construction and/or operation of Dynamically Positioned and conventional vessels.
  • Familiar with Reliability Centered Maintenance practices.
  • Articulate and a good communicator, be able to compile professional, persuasive documents and reports as well as write relevant standards and guidelines.
  • Demonstrate an ability to independently manage problems and tasks. Decisions will be made within generally broad parameters and a high level of initiative is required, taking into account all factors and not just the technical ones.
  • Good knowledge of classification society (ABS, DNV, etc.), statutory, and industry standard compliance.
  • Self-motivated and require little direction.
  • Strong integrity and values are essential.
  • Valid Driver’s License.

PREFERRED

  • Experience on offshore construction vessels.
  • Experience with the planning and conducting DP trials on construction vessels.
  • Knowledge of the inspection and certification of Sub-sea cranes
  • Knowledge of typical Offshore IMR activities and DP operations
  • Understanding of investigation processes and root cause analysis tools
