Community-Led Actions will receive a total of €7 million in funding. A minimum of five projects will be selected, with each receiving a grant ranging from €200,000 to €1.4 million and having a duration of up to 24 months.
To qualify, applicants must demonstrate that their solutions have reached at least a:
- Technology Readiness Level 5 (TRL5), meaning the technology or the solution has been validated in a relevant environment and is not just in a lab. It has progressed to a stage where it can be further developed or implemented in real-world conditions.
- Business Model Readiness Level 5 (BRL5) and Social Readiness Level 5 (SRL5):
- BRL5: There is a clear and partially validated business model or plan in place for the solution to operate sustainably.
- SRL5: The solution has been tested with real users or communities, and there is evidence that it is accepted by society.
- Incorporates components of community involvement, empowering inhabitants to engage in project monitoring, assessment, or understanding, thus increasing awareness and endorsement.
Another €1 million fund will support the development of Transition Agendas. Grants of €100,000 per project will be awarded for a duration of up to 12 months. The program’s beneficiaries may design and implement workshops and participatory governance models, helping local communities and stakeholders to integrate long-term programs and strategic plans for the blue economy in the Mediterranean Sea basin. The program’s consortium is expected to announce an additional €1 million in funding for the Transition Agendas, in due course.
Eligible applicants include local authorities, NGOs, citizen groups, universities, research institutions, and companies (including SMEs) that are active in environmental protection or the blue economy and are based in Mediterranean Sea basin countries. Projects must take place in the Mediterranean basin and have at least one partner based in the region.
The selected projects will receive technical support, industry-specific consulting services, and networking opportunities within the broader EU Mission “Restore Our Oceans and Waters by 2030” community. The beneficiaries will also receive tailored guidance on business planning and impact assessment, enabling their solutions to scale and generate measurable impact.
